Rooftop Housing Group has appointed national provider Mears Group PLC to deliver repairs and maintenance services under a new 10-year contract, starting 1 July 2026.

The appointment follows a full procurement process and a formal Section 20 consultation with leaseholders. Customers played a key role throughout, helping shape service priorities and influencing the decision-making process.

The Evesham-based housing association manages around 7,000 homes across Worcestershire and Gloucestershire. Like many housing associations of its size across the UK, it is operating in an increasingly challenging environment with inflationary pressure and shortages of skilled tradesperson, while evolving regulation places significant demands on repairs and maintenance services. Balancing these pressures while continuing to meet growing service demand requires a more strategic approach.

By working with Mears, Rooftop will continue to provide good quality homes, reliable landlord services and maintain a strong focus on customers’ needs and regulatory compliance.

Rooftop and Mears will work together on a structured mobilisation and transition programme ahead of the July 2026 service launch.

Rooftop would like to thank all customers and colleagues who contributed their time, feedback, and insight throughout the procurement process. Their involvement not only supported us in choosing the right service provider but also helped ensure our services reflect the priorities of the wider communities.

Boris Worrall, Rooftop Group chief executive said,

“Housing associations are operating against the backdrop of increasing challenges with higher demand for services, rising costs, and new regulatory requirements. Establishing a long-term partnership with Mears is an important strategic step in making sure Rooftop is well positioned to manage these challenges in a sustainable and considered way.

“Our values guide decisions like this. By working together with our customers and colleagues, and focusing on doing the right thing, we are not only building homes but also providing services that are fit for the future. I would like to thank everyone who contributed their time and insight throughout the process.”

Lucas Critchley, Chief Executive Officer at Mears Group said,

“I am delighted to be working with Boris and the team at Rooftop Housing Group on a shared ambition to deliver a high-quality service, that puts Rooftop’s 7,000 residents at the heart of decision making.

“This is an important contract award for the Group within Mears original heartlands and gives the Group yet another opportunity to deliver all-encompassing, long-term asset management solutions, in partnership with a like-minded client.

“We look forward to creating a lasting partnership that ensures customers’ homes are well-maintained, safe and cared for, by leveraging the full extent of the Group’s operational, professional and technical capability.”

Paul Kellard, a Rooftop customer involved in the procurement process, said:

“I enjoyed taking part in the repairs and maintenance procurement process. Throughout the process, I was made to feel part of the team and I felt that my input was appreciated by Rooftop and the contractors, and I was kept informed of what was required of me.”

This partnership marks an important step in Rooftop’s longer-term plans to strengthen services, respond to increasing operational pressures and continue supporting customers and communities across the regions.
